Yep. As long as it's one of the parts that comes with the set, you're golden.
A bit of clarification: we're allowing bases that use either an 8x8 plate (which is the only time you can use an extra non-battlepack piece) or bases that use pieces from the battlepack itself to make an 8x8 shape. For example, GIR3691's entry uses pieces from the battlepack itself to make an 8x8-sized base, instead of pulling in an additional 8x8, which is fine.
Basically the end product has to be on an 8x8 plate base, whether it's ONE SINGLE 8x8 plate or an 8x8 area made up of plates from the battlepack.
That being said, we'd much prefer you just use the additional 8x8 plate instead of making your own base from the battlepack.

5. You may submit multiple entries, but each entry must be entered as its own separate post in the Submissions Thread. Submissions in any other threads will be immediately disqualified. Once an entry is submitted you may not change or resubmit it, so make sure you are 100% satisified with it before submitting. If you do submit multiple entries, each figure AND vignette must be unique from one another– you cannot create one figure and enter it three times in different vignettes, or enter the same vignette with three different figures. Be creative!

If someone has multiple entrys, but one of them get's disqulified, are they all disqulified, making the entryer out of the contest? Or can you still post more?

Just that particular entry is disqualified. Each entry is judged and determined whether it follows the rules on it's own. As long as you do not use the same figure or vig in your other entries, then you can keep submitting as many new entries as you like (in their own separate posts).
If you use the same figure or the same vig, then all of your entries AND you will be disqualified from the contest.

We're keeping colored text in entries to a minimum (read: none) so 1) entries aren't a rainbowy mess and 2) the orange staff notes stand out. Besides, the contest is about the photos of your figure and vignette, not pretty forum posts.

rule #3 says: "You must label your both halves of your entry using a Username_EntryType_Title.jpg format:
JoeCustomizer_Figure_JediBobo.jpg JoeCustomizer_Vig_AttackOfTheClowns.jpg"
however even when we save as in this format, uploading to flickr changes the file names into something like "12ads7as09.jpg". i believe this is something you staff need to discuss because most of the entries are likely to be doomed because of this problem.

If you can physically create the effect you aren't allowed to create it in Photoshop. For example, you can light up a saber with an LED, thus you can not Photoshop and light one. Sparks, stars, dizzy symbols, etc can not be created without photoshop and thus don't directly alter the physical form of the figure, which makes them legal.
This rule predominately exists because I don't want to short change some one spending an hour+ lighting up a head, saber, or whatever by letting someone created it in photoshop in less than 5 minutes. This is an art/skill of customizing and I want to know and reward the people good enough to pull it off.

That's there so we can easily tell what's what at a glance. If you're using Flickr, the photo's title would be in that format, like blackninjatom's entries.

i am still confused about the file name. do you mean to name my figure on brickshelf using the correct file name? could you clarify more if you can?

It's very simple.
If you upload your photos to a site like Brickshelf that keeps the filename you give it, you use the conventions below for the filename itself.
If you upload your photos to a site like Flickr that changes the filename no matter what you name it but lets you input a title instead, you use the naming convention for the title.
