Why do I not have permission to post to the MOC group?

I am wondering why I do not have permission to post to the MOC group.
Does anyone have permission?

using the "Grab the HTML/BBCode" feature from the pull down "share" menu above a photo in Flickr,
i am able to copy and paste the code that allows me to share my flickr photos here.

i don't know if you are able to post pictures directly to this site.

I don't get a 'New Topic' button in the MOC group either.
